Hoxhaj in Dubrovnik: Kosovo, the most successful model of state building in the Balkans
In the second panel of Saturday, the topic "State building in post-conflict societies - political and security challenges," Hoxhaj presented alongside the Minister of Foreign and European Affairs of Croatia, Vesna Pusic, Deputy Prime Minister and Minister of Foreign Affairs of Slovenia, Karl Erjavec, Secretary General of the European Foreign Service, Pierre Vimont, High Representative for Bosnia and Herzegovina, Valentin Inzko, EU special Representative and Head of the EU in Bosnia and Herzegovina, Peter Sørensen as well as the Deputy Minister of Foreign Affairs of Georgia, Tornik Gordadze.
During his speech at the panel, Hoxhaj introduced major progress achieved in Kosovo during the recent years, with a special emphasis on internal processes of state building, strengthening and the international subjectivity and advancing the agenda of European integrations of the Republic of Kosovo.
Hoxhaj told the participants that Kosovo has built the state from scratch by transforming into a story of success not only of its citizens and institutions but also of the international community and of the European Union.
"Kosovo has been transformed from a post-conflict society into a modern society of a European state" Hoxhaj said, praising the assumption of responsibilities by local factors as a fundamental process of the Europeanization of Kosovo.
Referring to the fact that Kosovo has already managed to conclude the supervision of independence, he assessed that after this decision was taken in Vienna, Kosovo has entered a new phase of state building, which will change the nature of Kosovo's statehood, would further strengthen local institutions, and open up powerful perspectives in the process of strengthening the statehood and the international subjectivity of the Republic of Kosovo.
"The conclusion of the supervision of the independence shows that Kosovo’s independence is Balkan’s most successful model of state-building", said Hoxhaj.
While stressing the fact that Kosovo's independence has produced peace, security and stability in the region, Hoxhaj added that Kosovo has a time record of fulfilling all international obligations, implementing the Ahtisaari package.
He also pointed to the fact that the EU has made it clear that Kosovo has a safe European future; expressing the confidence that year 2012 is the European for the Republic of Kosovo.
"Compared with other countries in the region, the Republic has managed to implement an international document. In addition, Kosovo has achieved successful implementation of reforms, the adoption of legislation, ensuring human and community rights, etc.", said Hoxhaj.
Croatia Summit 2012 is the seventh international conference organized by the Croatian government, which is attended by prime ministers, foreign ministers and other senior representatives from Europe, North America and the Mediterranean countries, who discuss about the current political issues, economic and security aspects and the possibilities of building a stable and prosperous region in Southeast Europe.
In the two-day summit, starting from the opening session, it was attended by top leaders of the Croatian state, Prime Minister Zoran Milanovic, President Ivo Josipović, NATO Secretary General, Anders Fogh Rasmussen, U.S. Assistant Secretary for European and Eurasia Affairs, Philip Gordon, Kosovo Prime Minister Hashim Thaçi, Prime Minister of Albania, Sali Berisha, Prime Minister of Poland, Donald Tusk, Prime Minister of Bulgaria Boyko Borisov, Prime Minister of Montenegro Igor Luksic, ministers of foreign affairs of the region, foreign ministers of several EU countries and all political directors of the EU states.
