The Minister of Foreign Affairs, Enver Hoxhaj, following a one-week lobbying in the continent of Latin America, stated that few countries are expected to recognize the independence of Kosovo. I received official confirmations that in the next days there will be new recognitions, claimed Hoxhaj, while stressing that there are positive movements by the five European Union member states to this end too. He further claimed that during this year, the Republic of Kosovo will be recognized by more than half of the United Nations Organisation member states.
Prishtina, 23 March Minister of Foreign Affairs, Enver Hoxhaj, stated that in the coming days few countries will make positive decisions towards the recognition of the Republic of Kosovo. I received official confirmations that in the next days there will be new recognitions, claimed Hoxhaj in an interview given to Epoka e re, after his return from the continent of Latin America.
He further stresses that there are movements in the positions of the five European Union countries that have not recognized the independence of Kosovo.
Minister Hoxhaj pointed out that the top priority of MFA is to conclude the process of full recognition of Kosovo, its integration into the union of free and sovereign nations and states. In this context, he declared that recognitions, in geographical terms, are unstoppable. I can say that during this year, the Republic of Kosovo will be recognized by more than half of the United Nations Organisation member states, stated Hoxhaj, and announced that in the coming week, he will pay a visit to two European Union countries.
Hoxhaj stressed that Ministry of Foreign Affairs will come out with a new strategy, once there is a sufficient number of recognitions.
Chief Diplomat Hoxhaj confirmed that Prime Minister Thaçi will shortly depart for the United States of America for a visit. I am pretty sure that the visit of Prime Minister Thaçi to the United States of America, will take place soon, claimed Hoxhaj.
Minister Hoxhaj spoke of the two latest agreements reached in Brussels between Kosovo and Serbia. According to him, Serbia, with the conclusion of these agreements, confirmed the sovereignty of the Republic of Kosovo.
Epoka e re: Mr. Hoxhaj, recently you paid a visit to few countries in Latin America. Whats the state of affairs with regards to lobbying for new recognitions? Are there any movements?
Hoxhaj: In the course of these days, I visited few countries in Latin America and I had the opportunity to meet few foreign affairs ministers of few countries that have not recognized the independence of Kosovo. I can say that it was an intensive lobbying in this part of the world and these official visits and meetings were used to inform them on the successful state-building process of Kosovo, the consolidation of its statehood abroad and Kosovo European path. All these positive developments within the territory of Kosovo, as well as in the international arena, hint that in the coming days there will be few countries to made positive decisions in recognizing the Republic of Kosovo. I received official confirmations that in the coming days, there will be new recognitions.
Epoka e re: Can we say that this year, the diplomacy of the state of Kosovo will be more active and more powerful?
Hoxhaj: Pursuant to the strategy for the full conclusion of the Republic of Kosovo and the strengthening of its international subjectivity, during this year, we had the chance to visit around 20 states that have not recognized the Republic of Kosovo. We have been active at various parts of the world. Therefore, the conclusion of the process of the full recognition of Kosovo, its integration into the union of free and sovereign nations and states are top priority for the Ministry of Foreign Affairs.
During this year, Ministry of Foreign Affairs lobbying will focus in other regions too. On the basis of the MFA plan, we know which states are close to making a decision on recognizing the Republic of Kosovo. We know, which states have a positive position in recognizing the Republic of Kosovo. Further, we also know which states have a neutral position for the independence of Kosovo and we are aware of the states that openly oppose the independence of Kosovo. Therefore, on the basis of this classification of states, with various groups and through direct contacts that I had with few ministers of foreign affairs of various countries, I am expecting that Kosovo will be recognized by few relevant states during the year. In this context, the recognitions, in the geographical sense, will be global and the recognition process will be unstoppable.
Epoka e re: Do you believe that the number of recognitions during the year will exceed 100?
Hoxhaj: You are aware that I never declared about the recognition process in terms of numbers. But I can say one thing, during this year, the Republic of Kosovo will be recognized by more than half of the United Nations Organisation member states. This will empower our statehood abroad, and simultaneously will establish a new stage in the development of our foreign policy. At the point when we reach a critical number of recognitions, the Ministry of Foreign Affairs will come out with a new strategy in order to address Kosovo at the multilateral and bilateral level.
Epoka e re: Are there any movements in the position of the five EU countries that have not recognized the Republic of Kosovo?
Hoxhaj: Prime Minister Thaçi paid a visit to Brussels few weeks ago. During this visit, he met with the President of the Council of Europe and with Baroness Ashton, who is responsible for EUs foreign policy. In the course of those days, I had the chance to meet 15 foreign affairs ministers of the European Union member states. Among the 15, there were few that have not recognized Kosovo. Further, I visited Strasbourg to meet deputies of five EU member states, that have not recognized Kosovos independence. I may confirm that there is full support of the five EU non-recognizers for Kosovos European integration path, i.e. Kosovo to conclude the Stabilization Association Agreement, once the Feasibility Study process is concluded. These statements were made public by the foreign ministers of these countries as well as by other personalities.
Epoka e re: Have you studied the problem of non-recognition by these five EU member states?
Hoxhaj: Ministry of Foreign Affairs has a special document, which provides an analysis of the reasons, political circumstances and motives as to why these countries have not recognized the Republic of Kosovo. We know these problems concern internal politics and not foreign policy. However, we have insisted with these countries to make a positive decision for Kosovo. Our contacts were at the level of both governments, parliaments of Kosovo and Albania as well as at relevant individual and decision-makers level with these countries.
Epoka e re: Have you received any official confirmation that Prime Minister Thaçi will visit the USA in the coming months?
Hoxhaj: Prime Minister Thaçi is a leader not only at the level of the Republic of Kosovo, but also a powerful European leader. Therefore, the doors for Prime Minister Thaçi are open in Washington as well as in Brussels. Prime Minister Thaçi is a powerful address of state-building of the Republic of Kosovo. I am sure that in the near future Prime Minister Thaçi will also visit the United States of America.
Epoka e re: Do you personally have a different lobbying agenda?
Hoxhaj: In the coming week I will be very active with visits at various countries and I will conclude few agreements with few EU countries. The political future of Kosovo is an European future, thus a large part of our focus, apart from recognition, is the strengthening of inter-state relations between Kosovo and EU member states. Apart from focusing in the promotion of foreign policy, strengthening of political and diplomatic relations, our efforts will also be focused on economic, trade, cultural and educational cooperation.
Ministry of Foreign Affairs has a work plan, which envisages the conclusion of agreements between Kosovo and relevant states on various areas. Thus, the coming week I will pay a visit to two European Union countries.
Epoka e re: It appears that the recent agreements reached in Brussels, have open Kosovos doors to the EU?
Hoxhaj: Agreements reached in Brussels, the one on representation and regional participation, enable the Republic of Kosovo to speak independently, to represent itself and vest Kosovo with authority of signing multilateral agreements, thus enable Kosovo to exercise its external sovereignty. Also, the agreement on integrated border management, is seen as a legal and interstate agreement between Republic of Kosovo and Republic of Serbia, not only within the EU and not only in Brussels.
Serbia with the conclusion of these two agreements has recognized the internal sovereignty of the Republic of Kosovo. When a state recognizes the border of another state and decides as to how to manage that border using a European concept, such as the integrated border management concept, i.e. recognizes the internal sovereignty of a state. Thus, Serbia in reality has confirmed two levels of sovereignty. Therefore, these agreements are not an obstacle for the further empowerment of the statehood of Kosovo, be it internal or its consolidation at the international arena.
